Title XI Training Program
• ISSUE : Develop a training program for incoming
TASS personnel that can be utilized at all levels,
regardless of location or duty assignment.
• DISCUSSION : Process Action Team (PAT) met at Fort
Monroe, VA, from 23-25 Jan 01 to select topics to train,
delegate responsibilities of who trains what topic when,
where, and how.
• RECOMMENDATION : TIEs and Proponent Schools
research and develop training plans for selected topics
agreed on at 25 Jan PAT.
• NEXT STEP : S: 9 March 01 to DCSED of draft
training plans and materials to be used for Title XI
Training Program. TIEs and proponent schools
implement standardized Title XI Training Program 3rd
Qtr FY01.
Transfer of Proponent School
Title XIs
From TIEs to TRADOC
• ISSUE : When will Proponent School Title XI Transfer be
completed?
• DISCUSSION : This is a three-step-process:
Step 1- TIEs show Title XIs as a loss in SIDPERs -
COMPLETED
Step 2- TRADOC HQs picks up Title XIs under TRADOC

Step 3- TRADOC publishes attachment orders assigning

• RECOMMENDATION : None
• NEXT STEP : TRADOC Expects step 3 to be completed by 15
Feb 01.

Title XI Review and Analysis
• ISSUE : Will TRADOC take cuts in Title XI
authorizations in FY03/04?
• DISCUSSION : ODCSOP is still waiting to re-brief the
VCSA.
Probability and priority are very low for any Title XI
reductions.
• RECOMMENDATION : N/A
• NEXT STEP : Await VCSA and CSA final decision on
Title XI
authorizations.

Regional Advisory Council (RAC) and
Regional Executive Council (REC)
• ISSUE : Regional Advisory Council (RAC) and Regional
Executive Council (REC)
• DISCUSSION : The Regional Advisory Council is the two-
tier Executive Council that provides representation of the
interests of each TASS General Officer. The purpose is to
resolve Regional issues by consensus.
The Regional Executive Council is the tier-one Flag Officers
assemblage whose charter is to provide vision and focus for
the Region's mission. The purpose of the REC is to resolve
Regional issues from the RAC.
• RECOMMENDATION : The RAC and the REC provide an
opportunity for dialogue among leaders from the respective
regions to resolve issues starting at the lowest level and
should be conducted annually.

Ordnance MOS Skills
Consolidation
• ISSUE : Ordnance MOS consolidation not recognized
by USARC.
• DISCUSSION :
- 20/38 OD accession MOSs are targets for consolidations
- 63B/S/W and 63H/Y consolidations will be submitted as
MOCS in Mar 01 window - affects over 50,000 enlisted
authorizations
- Multicapable Maintainer and Wheeled Vehicle Mechanic
consolidations support emerging two-level maintenance
doctrine - other consolidations are efforts to merge low density
MOSs with similar skill sets, thus improving career
management and progression
- MCM merged 4 MOSs into two - creating mechanics trained
to do all organizational and on-board DS tasks for the Abrams
and Bradley, respectively
Ordnance MOS Skills
Consolidation
• DISCUSSION (cont) :
- 15 Oct 99 - DCSPER Gender decision: Closed to Females and
DCSPER MOCS Approval
- Added to BNCOC POI in Jan 99 and began AIT training for
these new MOSs in Jun 00

MQS 77F Reclassification
Training
• ISSUE : To demonstrate that all 77F10 personnel do
not require pipeline training on the Inland Petroleum
Distribution System (IPDS).
• DISCUSSION: □
- There are 63 different types of units that require 77F
personnel; of those only 14 are pipeline companies, 11 of which
are USAR.
- Training distracters at Fort Lee include billeting,
transportation issues, equipment, messing, and the lack of
specific tracks for training.
- The 165 course academic hours for training includes
fourteen hours of main line pump (800 gpm), four hours of
training reference the IPDS and one hour of demonstration.
For a total of twenty-eight hours. (77F10 TATS-C POI).
- This equipment is only located at Fort Lee, Fort Pickett, and

MOS 77F Reclassification
Training
• DISCUSSION (cont) :
-Seventy percent of the 77F force pool receives pipeline
training and may never see the equipment after
reclassification training is complete.
- Seventy percent of the 77F force pool could train at
other locations besides Fort Lee based equipment
availability, (i.e., Fort Hunter-Liggett, Fort McCoy, and
various National Guard RTIs)
- Estimated cost savings to the Reserve Components is
over one million dollars if track specific training is
implemented.
- The current Call Forward process does not remove
forward deployed soldiers from tactical units to Rear
Area Operations in order to operate the IPDS.
MOS 77F Reclassification
Training
• RECOMMENDATION : That the DCSED and DCG (IET)
support the 80 th DIV (IT) plan to move 77F10
reclassification training from Fort Lee to Fort Pickett,
VA, and support a tracked training plan for 77F10
reclassification training.
• NEXT STEP : Continue to track and persue other
options.

TASS Media Campaign Update
• ISSUE ; To provide an update on the status of the
TASS media campaign.
• DISCUSSION :
(1) Dec 00: MG Barron's SRTV interview released for
broadcast - over 600 stations.
(2) 4-7 Feb 01: TRADOC/DCSED Display at Reserve
Officer Association (ROA) Conference; MG Barron guest
speaker at ROA Conference.
(3) Mar, Apr, May 01 LES advertisement on all
components LES statements promoting The Army
School System for training.
(4) Jun-Aug LES Advertisement to promote Command
and General Staff College.
TASS Media Campaign Update
• DISCUSSION (cont) :
(5) Articles being published with release date for spring
publication release to all Army branch magazines. Army
Times, etc.
(6) Aug 01: TRADOC/DCSED Display at the National
Guard Association of the United States Conference.
• RECOMMENDATION : Continue aggressive promotion
of TASS to Army leadership and soldiers.
• NEXT STEP : Plan FY02 campaign.

1st Battalion Military Police,
104th DIV rrn Update
• ISSUE : 1st BN (MP), 104th DIV (IT) currently in
Probation II status.
• DISCUSSION : This Military Police Battalion has been
in Probation II status since 1 Nov 00. They are
accreditated to train 95B10 soldiers only. The Military
Police School has worked closely with the Battalion by
conducting assistance visits, coordinating "right seat
rides" for Non-Commissioned Officers to observe
training at the school and other initiatives to assist the
Battalion through the reaccreditation process.
• RECOMMENDATION : DCSED, 104th DIV (IT),
Military Police School continue to provide assistance to
the Battalion.
• NEXT STEP : Next Evaluation projected for August
2002.
Army Distance Learning
Programs
• ISSUE : To inform the field about Digital Training
Facility (DTFs) (i.e., classrooms) and courseware
availability.
• DISCUSSION :
- The Army Distance Learning Program (TADLP) is
scheduled to provide a total of 382 DTFs through
FY06, of which 161
(61 locations) are complete and 141 operational
(total of 1,208 seats, of which 464 are AC and 744
are RC [USAR locations]).
- The NG Distributive Training Technology Project
(DTTP) is scheduled to provide a total of 432 DL
facilities through FY06 and approximately 207 are
operational (2168 seats).
- There are 91 DL modules on ATRRS. This list
includes 11 Unit Training Products (ie. Unit

• RECOMMENDATION : Locate DTFs in your region.
Monitor TRADOC-DCST website for up-to-date
classroom and course listings.
• NEXT STEP : TADLP DTFs will be connected to
Internet this FY. Courseware will be completed at 31

CD-ROM "burner" for TASS
Battalions
• ISSUE : As the TASS Battalions move from "print to
digits", there's a requirement for high-speed copies of
TATS Courseware on CD-ROM.
• DISCUSSION : One solution is to purchase a CD-RW
for each TASS Battalion to allow them to "burn" their
own CDs as required.
• RECOMMENDATION : DCSED purchase CD "burners"
as required.
• NEXT STEP: 50 CD-RWs on order. Assessment by
TIEs of "actual need" per Region is on-going. More CD-
RWs will be purchased if needed.

MULTI-COMPONENT NCOES
ACADEMIES
• ISSUE : Establish a NCOES structure that facilitates
the training of soldiers from all components in a true
Army learning environment.
• DISCUSSION : Establish a new standard
organizational framework that leverages resources from
all three components to provide an information rich
environment to produce tactically and technical
proficient Army NCOs.
• RECOMMENDATION : Seek TASS integration
opportunities where multiple academies coexist within a
50-mile radius.
• NEXT STEP : Feasibility Analysis.

QUALITY ASSURANCE
PROGRAM
• ISSUE : Accreditation of Proponent Schools.
• DISCUSSION : The Commanding General, TRADOC
has directed that effective Oct 01 TRADOC will begin
accreditation of Proponent Schools. Focus will be on
Initial Entry Training and Leader Development. This will
not be "black hat" accreditations; initial focus will be on
"white hat" assistance visits. DCSED is a major player
in this program.
• RECOMMENDATION : DCSED stay actively involved in
the development of this program.
• NEXT STEP : To develop Policy and Procedures within
the next 90 days.

TRADOC Policy on Implementation of the
Black Beret
• ISSUE : How will the new Black Beret be distributed??
• DISCUSSION :
- Effective date is 14 June 2001, the Army's birthday
- The Beret is a non-recoverable OCIE item
- Basis of issue will be two Berets per soldier
(initially soldiers will receive 1 Beret w/ flash sewn on +
extra flash)
- Second Beret to be issued by October 2001
- Central funding fielding procedures for issue will be
used
- CIFs at major installations will issue the Beret
- Army NG Berets will be shipped to the clothing
distribution facility.
Blue Grass Station, Lexington, KY
- The USAR Command will distribute Berets from
Forts McCoy and DIX
- Berets will not be available for issue at AAFES until
after completion
of the initial issue
• RECOMMENDATION : TIEs should Coordinate with
installation CIFs for distribution schedule and installation
